Create a New Single Trade Project and Purchase a Permit

 

The Customer Online Service Menu is the main Customer Portal screen. It allows you to access different screens and carry out various activities while using the Customer Portal.

 

1. To begin the new permit process, select a customer or contractor from the drop down list.
2. Click the Buy a New Permit button.

 

 

1. Select the Property Address option from the drop down list.
2. Enter the address that will be associated with the new permit.
3. Click the Search for Address button.

 

 

Select the correct street name from the list.

 

NOTE: If your street name is not listed here, contact the City of Houston.

 

 

 

The ILMS Web Portal system will return a list of addresses matching the previously entered address details.

1. Select the appropriate address from the list by clicking the address link in the Address column.

 

 

The Project Summary screen shows currently active projects associated with the address selected on the previous screens. If the work related to the new permit is not associated with the listed active projects, create a new project.

 

• Click the Start a New Project button to begin the application process.
• Click the Back button to return to the previous screen.

 

 

The Create a New Single Trade Project screen is used to enter and review information pertaining to the new project application. This screen also displays notifications about any holds that are associated with the license or address.

 

1. Review the contractor information.
2. Click the View the Holds Associated with this License button to view any existing holds, if necessary. For more information about License Holds, click here.
3. Click the View the Holds Associated with this Address button to view any holds related to the selected property address, if necessary. Click here for more information about Address Holds.

 

NOTE: If holds are present, contact the City of Houston for more information about attached holds. If the project or address does not have holds, the View this Holds button will not be visible and you can proceed to the section below for further instructions.

 

 

After the holds associated with the address have been lifted or approved, you can proceed with the application and purchasing process. Continue to enter project and permit details on the Create a New Single Trade Project screen.

 

1. Select permit details, including User Project Class, Building Category and Permit Type using the drop down list. You will only be allowed to select permit types that you are approved to purchase according to your license type.
2. Click the check box to certify that the work associated with the new project application does not coincide with an existing project linked to the selected address.
3. Click the Verify this Data and Begin the New Project Application Process button to continue the application process.

 

 

The Configure the Appropriate Fees screen is used to calculate permit fees. Once holds have been lifted, you can enter item counts on this screen to accurately calculate permit fees.

 

1. Enter the item count for each fee description related to the new permit.
2. Enter additional item counts, as necessary, for each fee description.
3. Click the Calculate/Recalculate the Permit Fees button to calculate the total permit fee.
4. Select the check box to verify that the permit fees accurately reflect the work associated with the permit. If the project details change, you may need to apply for additional permits. You will be responsible for the additional permit fees.
5. Click the Finalize this Sales Order button to continue with the purchasing process on the Shopping Cart Maintenance screen.

 

 

 

1. After calculating fees, select the check box to verify that the permit fees accurately reflect the work associated with the permit. If the project details change, you may need to apply for additional permits. You will be responsible for the additional permit fees.
2. Click the Finalize this Sales Order button to continue with the purchasing process on the Shopping Cart Maintenance screen.

 

 

The ILMS Shopping Cart Maintenance will display a list of all sales orders placed into the reviewed shopping cart. Once any holds have been lifted, you can continue with the purchasing process.

 

NOTE: Click here to view the ILMS Shopping Cart Maintenance screen before any sales order holds have been lifted. If the Shopping Cart Maintenance screen lists any hold details, you will not be able to purchase a permit until holds have been removed.

 

1. Select a Sales Order from the list.
2. Click the check box to select the sales order for payment.
3. Click the Charge This to My Credit Card button.

 

 

The Electronic Payment Shopping Cart Maintenance screen is used to record billing details, such as the responsible financial party and billing address. The screen also displays the E-Pay Tracking number for the new sales order.

 

1. Select the Credit Card Holder Type. You can select Individual or Corporation/Firm as necessary.
2. Enter the complete billing address.
3. Click the Update Payer Information button to save billing details.

 

 

Once you have entered your billing contact information, click the Charge This to my Credit Card Account button.

 

 

This window allows you to continue the credit card payment process. Once you select OK, you will not be able to make changes to this sales order. If you select Cancel, you can make changes to this sales order and resubmit the payment request.

 

Click the Ok button to continue with the purchasing process.

Click the Cancel button to cancel the purchasing process.

 

 

 

The Chase screen is used to notify you that by selecting either Make Payment option, you will be transferred to a credit card payment site managed by Chase/JP Morgan. The City of Houston will not capture or retain any credit card information.

 

• If you are a registered user, click the Make Payment - Registered Payer Payment button. This tutorial will discuss this option.
• If you are an unregistered user, click the Make Payment - Unregistered Payment button.

 

 

The payment screen is used to enter your credit card payment details. You can cancel the transaction without incurring the convenience fee by clicking the Cancel button.

 

1. Enter your credit card number in the Card Number field.
2. Click the Continue button to continue with your purchase.

 

 

 

 

1. Enter the Cardholder Name as listed on the credit card.
2. Select the credit card expiration date month and year.
3. Select Yes to save the account information.
4. Select No to not save the account information.
5. Enter an account nickname in the Nickname field. This is required.
6. In the Card Billing Address section:
   • Select the Use Profile Address as Billing Address option to use the address associated with your user profile as your billing address. Your user profile address will be displayed for review here.
   • Select the Use New Billing Address Entered Below option if you want to use a different billing address. Enter the full billing address in the fields below.
7. Click the Continue button to continue the payment process.

 

 

Use this screen to review your billing and credit/debit card payment details. If payment details are correct, you can process the credit card payment. Once you have confirmed payment, you will automatically be returned to the ILMS Customer Portal.

 

1. Review payment details on the Verify Payment screen.
2. Enter your email address.
3. Select the Send Me An Email Confirmation option to receive a confirmation of your credit card payment via email.
4. Enter the 3 digit security code located on the back of your credit or debit card.
5. Click the Confirm button to process payment.

 

 

Once you have successfully paid for a permit, you will be returned to the ILMS Customer Portal. The Sales Order status for the purchased permit will now be listed as Processed
